Drones conducting automated patrols to monitor illegal construction, AI systems identifying illegal parking and street vending – thanks to technology, urban management in Juungar Banner has entered the "unmanned" era, advancing smart city governance.

非法建筑物和建筑垃圾的非法堆积等不容易及时发现，仅靠人力很难全面覆盖和及时解决问题，也非常耗时。

Illegal construction and unauthorized piling of construction waste are often difficult to spot in real-time,and it is challenging to cover all areas comprehensively with manual efforts, which can be time-consuming.

近日，准格尔旗在准格尔旗数字城市管理指挥中心开展了无人机检查，并实时拍摄了传回的照片、视频和数据。通过AI算法处理，数据库可以自动生成问题，并将其传输到“智慧城管”平台，形成“待处理事件”。大部分“待处理事件”都是通过“智慧城管”平台分发事件，并向相应的网格检查人员发送订单进行现场确认和处理。处理结果需要反馈给系统，实现案件闭环处理，大大提高了检查效率，进一步提高了城市管理能力。

Juungar Banner recently launched drone patrols, capturing real-time images, videos, and data that are sent directly to the Juungar Banner Digital Urban Management Command Center. The data is processed through AI algorithms and automatically flagged as "pending issues" in the "smart urban management platform". These issues are then assigned to grid enforcement officers for on-site verification and resolution. The outcomes are then fed back into the system, creating a closed-loop resolution process. This system greatly enhances the efficiency of urban management and improves the city’s overall governance.

在准格尔旗数字城市管理指挥室LED大屏幕上，记者可以看到无人机执行城市管理执法检查任务、检查点现场即时画面等。检查人员只需点击鼠标，发出巡航任务指令，无人机就会从数字机场起飞出任务，在预定航线上自动调整飞行姿势和云台视角。巡航结束后，数据会通过专网自动传输，证据会通过后台的AI识别锁定，非现场执法控制，疑似案件信息形成工单会推送给网格检查人员进行检查...

At the command center, reporters can see drones executing city management patrol tasks and live footage from various inspection points. Enforcement officers just need to click a mouse to issue a patrol command. The drone then takes off from the digital airstrip, automatically adjusting its flight path, posture, and camera angles according to preset routes. Once the patrol is completed, data is automatically sent back via a dedicated network. AI is used to identify illegal activities, lock in evidence, and conduct non-site law enforcement monitoring, creating work orders for enforcement officers to verify and follow up on.

准格尔旗市管理综合行政执法局违法建设执法大队长燕永飞表示:“下达指令后，无人机可以自动升起，开始执行城市管理执法检查任务，转化为‘空中城市管理’，高效、高精度、高智能地收集各种问题，成为城市管理部门的正常工作。“无人机与AI合作完成了对城市的全方位控制，为城市管理执法提供了全新的思路和方式，为城市的可持续发展和居民生活水平的提高做出了重要贡献。

Yan Yongfei, head of the Juungar Banner urban management and comprehensive law enforcement bureau's illegal construction law enforcement unit, said, "Once a command is issued, the drone automatically takes off and begins its city management patrol. It acts as an 'airborne urban management official', efficiently and precisely collecting info on various issues. This has now become a routine practice for urban management departments." The collaboration of drones and AI for urban monitoring has brought new ideas and tools to urban management, contributing significantly to sustainable city development and improving the quality of life for residents.

目前，准格尔旗已建成三个无人机机场投入运输，两个无人机场均位于准格尔旗城市管理综合行政执法局屋顶和准格尔旗九中，保证了建成区的无死角覆盖。第三个无人机场位于准格尔旗建业大厦，主要负责大道市政区域检查。

To date, Juungar Banner has put three drone airports into operation, Two drone stations are located on the rooftops of the Juungar Banner urban management and comprehensive law enforcement bureau and the Ninth Middle School in Juungar Banner, ensuring full coverage of urban areas. The third drone station is located at the Jianye Building and is dedicated to patrolling the Dalu new district.

在飞行过程中，准格尔旗数字城市管理指挥中心可以远程操作云台进行360度巡逻，无人机可以配备广角镜头、变焦镜头等各种镜头和设备。每个无人机机场的最佳检查半径为3公里，每天可执行3-6次检查任务，可覆盖近30平方公里的区域。通过无人机配备的各种监控设备，在该地区构建全天候、全覆盖、全地形、高档智能、周期性、全方位的空中检查系统。

During flights, the command center can remotely control the drones' cameras for 360-degree inspections. Drones are equipped with wide-angle and zoom lenses, among other devices. Each drone station has an optimal inspection radius of three kilometers and can perform three to six patrols per day, covering nearly 30 square kilometers. With a variety of monitoring equipment onboard, the drones form an all-weather, full-coverage, high-tech aerial inspection system, capable of blanket coverage across different terrains and times of day.

准格尔旗市综合行政执法局结合环保督察和城管执法中急需解决的建筑垃圾和违章建筑实际问题，推出了“科技赋能、天眼查违”的新型城管执法模式。建立了低空智能检查系统，包括日常检查系统、重点检查系统、紧急检查系统和数据服务系统。凭借无人机独特的空中角度，城管部门可以更快地发现问题的线索，从而更及时地采取有力措施。

In response to pressing issues such as construction waste and illegal buildings, Juungar Banner has introduced a new model for urban management–"technology-empowered sky eyes for illegal activities". This includes a low-altitude intelligent patrol system comprising daily inspections, special task inspections, emergency patrols, and data services. By leveraging the unique aerial perspective of drones, urban management departments can quickly identify problems and take prompt action.

据统计，目前无人机已巡航30余架次，发现新增违章建筑7处，拆除违章建筑面积300多平方米，查处违章车辆运行等违法违规行为39起，清理建筑垃圾约1万吨。闭环整改率在95%以上。

To date, drones have completed over 30 patrols, uncovering seven new illegal construction sites, demolishing over 300 square meters of illegal structures, investigating 39 cases of traffic violations, and removing approximately 10 metric tons of construction waste. The closed-loop correction rate exceeds 95 percent.
